Is Kashmir safe to visit? A local planner answers

The question we hear most, answered honestly by people who live and work here: what the situation is like, what we watch every day, and how to travel with confidence.

Almost every conversation we have with a new guest begins the same way. Before dates, before hotels, before the houseboat question, someone asks, quietly: is it safe?

It is a fair question, and it deserves a straight answer rather than a slogan. We live in Srinagar, our families are here, and our drivers travel these roads every day. This is how we see it, and how we plan around it.

The short answer

Millions of domestic and international travellers visit Jammu, Kashmir and Ladakh every year, and the overwhelming majority have trouble-free trips. The main tourist circuits — Srinagar, Gulmarg, Sonamarg, Pahalgam, Doodhpathri, Yusmarg, Leh and the Ladakh valleys — are busy, well policed and used to welcoming visitors.

That does not mean there is no risk. In April 2025, a terror attack on tourists near Pahalgam shook the valley and the whole country. Several destinations were closed for a period afterwards while security was reviewed. By early 2026, the administration had reopened major sites including Pahalgam, Yusmarg, Doodhpathri, Kokernag, Thajiwas Glacier at Sonamarg and the Tulip Garden in Srinagar, and visitor numbers have been steadily recovering.

Our honest view: travel to the established destinations is reasonable for most people, with sensible planning, a local operator who watches conditions daily, and flexibility if advisories change.

What we check before and during every trip

When you travel with us, these checks happen in the background every day:

  • Official advisories. We follow district administration and J&K Police updates, and Government of India travel advisories. International guests should also read their own government's advice, which can be more cautious and can affect travel insurance.
  • Which places are open. Some meadows and trails are opened or closed by the authorities from time to time. We only plan visits to places that are officially open on your dates.
  • Road status. The Jammu–Srinagar highway, the Mughal Road, the road to Gurez and the Srinagar–Leh highway over Zojila are affected by weather, landslides and seasonal closures far more often than by anything else.
  • Weather. Heavy snow, avalanche warnings in winter and flash rain in summer are the most common reasons we change a day's plan.

If something changes while you are here, your planner rearranges the day. That might mean swapping a meadow for a garden, or moving a drive by a day.

The risks most guests do not think about

Security headlines get the attention, but in our experience these are the things that actually disrupt trips:

Roads and weather

Mountain roads close for snow and landslides. Build a buffer day into any trip that includes Gurez, the Mughal Road or the drive to Ladakh. In winter, travel with an experienced hill driver and a vehicle with good tyres or chains.

Altitude in Ladakh

Leh sits at around 3,500 metres. Acute mountain sickness affects people of every age and fitness level. Rest completely on your first day in Leh, drink water, avoid alcohol and climb slowly. We build rest days into every Ladakh plan.

Cold

Winter nights in Gulmarg, Sonamarg and Ladakh go well below freezing. Proper layers, gloves and footwear matter more than anything else you pack.

Unregistered operators

Book stays, drivers and pony or sledge services through registered operators. Agree prices before rides in Gulmarg and Pahalgam, and use official counters for the Gulmarg Gondola.

Practical safety tips for visitors

  1. Carry photo ID — a government ID for Indian travellers, and passport with visa for international guests. Hotels and houseboats must register guests, and you may be asked for ID at checkpoints.
  2. Stay on the main circuits and avoid travelling to remote areas after dark.
  3. Keep your planner's and driver's numbers saved, and share your daily plan with family at home.
  4. Check mobile coverage. Prepaid SIM cards from outside Jammu & Kashmir do not work here; postpaid connections do. International guests should plan for this.
  5. Respect local customs. Dress modestly in shrines and old-city areas, ask before photographing people, and be patient at security checks.
  6. Buy travel insurance that covers medical evacuation, especially for Ladakh and winter trips.

Is Kashmir safe for families, women and solo travellers?

Families make up a large share of visitors to Srinagar, Gulmarg and Pahalgam, and the circuits are well set up for them. We plan shorter driving days and child-friendly activities on our Kashmir Family Holiday.

Women travelling alone or in small groups visit regularly. We recommend vetted drivers, central stays and daily check-ins, which we arrange as standard. Solo travellers can also join shared departures to Ladakh in summer to reduce cost and stay in company.

How Travel Utopia plans with care

  • Local planners who live here and read the situation every day.
  • Our own drivers, who know the roads, the checkpoints and the weather.
  • Stays we have checked ourselves, in established areas.
  • One person looking after your trip from first message to final drop, reachable at any hour.
  • Flexible plans: if a place closes or a road shuts, we change the day rather than push through.

If you are unsure, talk to us before you book. We will tell you honestly what we think of your dates and route — including when we think you should wait. You can message a planner or start a draft plan on Create Your Trip.
